Standing Rules of Coventry Homeowner Association

1.   Every homeowner/lot owner is a member of the Association.
2.   Association is managed by a Board of seven Directors (terms are four years).
3.   Association Officers are President, Vice President, Secretary and Treasurer.
4.   Written notice of Association meetings will be provided to homeowners
      (Minimum of 15 days notice depending on reason for meeting).
5.   Association maintains general liability insurance as well as insurance and bonds for each of the Board Members.
6.   Changes to Covenants requires 66% of homeowners approval. Quorum is 51%.
7.   Amendments to Bylaws require a simple majority of homeowners.
8.  A one-time Capital Improvement Fee shall be paid by the Buyer to the Coventry HOA whenever a Coventry
     property changes hands.  The amount of this Capital Improvement Fee shall be equivalent to the then-current
     quarterly dues applicable to properties in Coventry Phases I, II, and IV, regardless of where within Coventry
     the purchased property is located.  As of January 2024, that quarterly dues amount is $690.
9. Dues are collected quarterly on the first day of the quarter with payment due within 30 days.  Interest charges of
     1.5% will be charged monthly for late payments.  Further action may be taken as authorized in Sections 9 & 10
     in the Covenants.  The approved quarterly dues for Coventry (Phases I, II, and IV – Upper 71 houses) are $690,
     and for The Commons (Phase III), $345. -January 2024.
10. Common areas are the real estate property owned by the Association for the common use and enjoyment of
      all homeowners.
11. The Association will provide maintenance upon the common areas and landscaping within or upon limited
      common areas as follows: Repair, repave and care for streets; repair and maintain gate, maintain sprinkler
      system in common areas and maintain street lights.
12. The Association will provide lawn service for Phases I, II & IV. Service to include, but not limited to: mowing,
      seeding, plugging, edging, leaf removal and weed control, as well as snow removal for all streets in Coventry.
13. It is the responsibility of each Owner to prevent any unclean, unsightly or unkempt conditions on his/her property.
14. Any structural improvements, additions or renovations require pre-approval from the Architectural Review
      Committee. Fences also require pre-approval.  Most landscaping changes also require  pre-approval of this
      Committee, and the Chair of the Committee should be contacted with any questions.
15. The city's containers for garbage, recycling, and yard waste must be hidden from view until the evening before
      pickup and not later than 7 PM on the day of pickup.  Screening these receptacles can be done in garages,
      behind fences, or in specially built screens. 
16. On-Street Parking shall be limited to two hours for residents and guests who visit more than five times a week or
      stay overnight for more than three days. No vehicle shall be parked in a manner that hinders the delivery of mail
      or refuse collection.
17. Pets shall be kept within the owner’s property and any damage or waste caused to another’s property will be
      the owner’s responsibility. A “leash law” is to be followed in Coventry. Invisible fences are permitted. Penalty
      of $100 can be assessed for each violation. See Article IV, Section 1, (o).
18. No outside radio or television antennas should be erected. Satellite dishes must have ARC approval as to location.
19. In addition to Bylaws and Covenants, Coventry HOA is governed by the NC Planned Community Act as well as
      all Federal, State and Local laws.
20. If a Homeowner chooses to rent the home, they must include in their rental agreement language which requires
      renters complying with Coventry's Covenants. Further, the language should also state that the renter's failure to
      comply with the Covenants can result in immediate termination of the rental agreement. The full Standing Rule

      this website. The Rental Agreement Form, which complies with the Policy Regarding the Rental of Your Coventry
      Home,
is found on the Homeowner Page. This form must be filled out, signed by both the homeowner and tenant,
      and filed with the Secretary of the Coventry Homeowner Association.  
21. Two provisions of the Covenants are supportive of not parking on the grass as an "unsightly condition",
      and this rule confirms that such parking is not permitted due to potential damage to required sprinkler systems,
      as well as damage to Association maintained lawns.

Note:  All but two of the Standing Rules are taken from either the Bylaws or the Covenants.  The last two rules were approved by the Board of Directors in January 2014 to supplement the Covenants as authorized by North Carolina's Planned Community Act.
